CONDITIONS
OF PLAY
The tournament will
be decided by strokes over three rounds of 18 holes each, in accordance
with the Rules of Golf as approved by the Royal and Ancient Golf Club
of St. Andrews and with the local Rules approved by the Championship
Committee.
In the event of a
tie after three rounds, the winner will be decided by a sudden death
play-off which will take place immediately. Ties for other prizes will
be decided on the lowest gross score for the last 18 holes (or 9
or 6 or 3 or 1 hole).
Subsidiary to the
individual titles, a Nations’ Cup will be played within the tournament.
The three best gross scores out of four will count each day. The total
aggregate of the 9 scores over the three days will constitute the team's
score.
In the event of a
tie, the lowest total of the three non-counting scores will prevail.
If there is a further tie, the best aggregate of the lowest score on
each day will prevail. If there is a further tie, the best aggregate
of the second best score will prevail, etc.
Two girls and two
boys in the age category under 16 on 1st January 2009 (a
maximum of four players) nominated by the Federation of those countries
belonging to the European Golf Association will be eligible to compete.
A competitor shall
not knowingly make use of any drug to enhance his performance. In this
respect, the attention of Competitors is drawn to the prescribed list
of drugs issued by every Sports Council, a copy of which is available
on request. Any Competitor infringing this Condition or if asked to
do so, refusing to take a test, may be disqualified.
Entries (which will
be accepted on the official entry form only, page 16) must reach
the French Golf Federation office at the address stipulated on the
entry form not later than June 19th, 2009.
Entries will be accepted
from two Girls and two Boys under sixteen years of age at 00.00 hrs
1 January, 2009.
A player must be
:
(a) An Amateur as
defined by the Rules of Amateur Status as approved by the R&A.
(b) Citizen of the
country he represents. Players with dual citizenship may only represent
one country per year.
The handicap will
not exceed 16 strokes for Girls and 12 strokes for Boys under the handicapping
scheme adopted by the recognised authority controlling golf in the country
from which they enter. It must also be certified by the Secretary of
the Federation and must have been valid on the date of entry.
All entries shall
be subject to the approval of the Championship Committee which reserves
the right to accept or refuse any entry without giving reason for its
decision, which shall be final.
GENERAL
RULES
The Championship
Committee reserves the right to alter starting times and amend the conditions
if necessary.
A Captain may be
appointed by each participating country who may give advice to members
of that team. Captains must be Amateurs as defined by the Rules of Amateur
Status as approved by the R&A. Professionals may not act as Captains
and may not attend the Captains’ meeting.
Players shall start
at the time laid down by the Committee (Rule 6-3(a)). However, it is
a condition of this Championship that, if the player arrives at his
starting point, ready to play, within five minutes after his starting
time, in the absence of circumstances which warrant waiving the penalty
of disqualification as provided in Rule 33-7, the penalty for failure
to start on time is two strokes at the first hole instead of disqualification.
There will be no
caddies allowed with the exception of Captains and team members. Players
are not allowed to smoke on the course.
The Ball : Rule 5-1. Note : The ball the player
uses shall be named on the Current List of Conforming Golf Balls issued
by the R&A.
Practice : Players competing in the European
Young Masters will not be allowed to practice on the Championship course
for a period of thirty days before the first official practice day,
unless he or she is a member of the club at which the Championship is
being played.
Limit for Drivers : Any driver the player carries must have a clubhead, identified by model and
loft, that is named on the current List of Conforming Driver Heads issued
by the R&A (see www.randa.org).
Exception: A driver with a clubhead that was manufactured prior to 1999 is exempt
from this condition.
Penalty for carrying, but not making stroke with, club or clubs in breach
of condition: Two strokes for each hole at which
any breach occurred; maximum penalty per round – Four strokes. Any club
or clubs carried in breach of this condition must be declared out of
play by the player to his opponent or his marker or a fellow-competitor
immediately upon discovery that a breach has occurred. If the player
fails to do so, he is disqualified.
Penalty for making stroke
with club in breach of condition: Disqualification.
PRIZE
a) The winner of the tournament in each category shall be
for the period of one year: The EYM Golfer;
The winners in each category and those finishing second and
third will receive mementoes.
b) The three best teams in the Nation's Cup will receive mementoes.
